Town of Middleton Swears In First Female Black Mayor
Middleton, November 6, 2024 — In a historic moment for the Town of Middleton, Gail Smith was officially sworn in yesterday as the Town’s first black Mayor, and first woman to hold the chain of office. This achievement marks a significant milestone for the community, as the new mayor takes office with a commitment to fostering inclusivity, growth, and unity.
The swearing-in ceremony took place at the Middleton Fire Department, where residents, community partners, and public figures gathered to witness the ceremony. Mayor Smith expressed gratitude to the people of Middleton for entrusting her with the responsibility of leading the community.
“I am deeply honored to be the first woman of Black descent to serve as Mayor of this incredible town,” said Mayor Smith. “I look forward to working with staff, residents and community partners to create a Middleton that everyone is proud to live in.”
Mayor Smith brings a wealth of experience to her new role, having served on Town Council for over 13 years, with the past 4 years as Deputy Mayor. She also sat on several Town committees including the Police Advisory Board, the Planning Advisory Board, Audit Committee and Community Centre Fire Hall Committee. Mayor Smith also has a history of volunteering in the community – she sits on the MacDonald Museum Advisory Board and volunteers with the local black community. Prior to serving on Council, Mayor Smith worked as a Licensed Practical Nurse (LPN) at Soldiers Memorial Hospital in Middleton. She is known for her dedication to public service, her collaborative approach to leadership, and her passion for addressing the unique challenges faced by Middleton’s diverse population.

Mayor Smith will be joined in office by Deputy Mayor Gary Marshall, and the newly elected Town Council members, Jonathan Archibald, John Bartlett, Sandra Fournier, Bernadette Knapp and Dan Smith. Deputy Mayor Gary Marshall states “I am honored to serve as Deputy Mayor and look forward to working with Mayor Smith, all members of Council, staff and residents to continue making Middleton a great place to work and live.” The newly elected Council convenes its first official meeting on Monday November 18th.
23 August 2018 - Middleton Town Council met on Monday, August 20 to hold a Public Hearing and Special Council Meeting to approve a new Municipal Planning Strategy and Land Use By-Law for the Town. The new Plan will now go the Provincial Government for review, with the hope that it will become law early in the Fall of this year. The Monday evening meeting was the culmination of several years of work by the Town’s Planning Services Public Advisory Panel, town staff and consultants.
Chris Millier, who has served as Planner for the Town for a number of years, explained that the new Plan maintains the protections for residential areas and the Downtown that have been in place for some years, but important changes have been made to encourage more business opportunities along the main roads through the town and in the industrial park.
In addition to re-naming the former Industrial areas as Industrial and Commercial Enterprise zones, there are provisions to allow these parts of town to include more “business park” uses. “Modern industrial parks are not simply for fabrication and manufacturing activities anymore, , they include commercial activities that take advantage of these active areas, re-purpose older buildings. These changes will take advantage of Middleton’s role as a hub for serving the surrounding communities” says Millier. The new Plan will also provide improved availability for developers wanting to establish new residential developments, seniors housing and similar multiple family units at the North end of the town. Middleton has the location and municipal services to support new development activity, and the new MPS and LUB will encourage and facilitate this.
Mayor Sylvester Atkinson commented on the new plan and the participation of the community in completing it, “We have had lots of people attend the various public consultation meetings for the new Plan, and now Council will have a much better tool to respond to new development opportunities within the Town.”
Over the coming weeks, the Town will forward the new planning documents to the Minister of Municipal Affairs, who then has a number of weeks set aside for his staff to review them in terms of compliance with provincial planning policies and legislation. If everything is acceptable, the new Municipal Planning Strategy and Land Use By-Law will come into effect shortly after that review is completed.

PARKING ADVISORY at ANNAPOLIS VALLEY CAMPUS
Thanks to an investment from the provincial government’s Transportation and Infrastructure Renewal Department, the Middleton Campus is able to undergo a complete reconstruction of the south parking area. The construction work is expected to commence October 1st and run through mid-November between the hours of 7am and 7pm.
The Campus has been needing this work done for some time as the original parking area was installed decades ago and has become a safety issue for students, staff and visitors. Through this new construction we are also able to provide additional disability access points at both our Southside facility entrances.
While we continue to encourage sustainable practices and have added more carpool parking spots, as a rural campus, parking remains an important resource for those students and employees who must come a distance and travel our highway system to reach the Middleton site.
While we look forward to the finished project, we know there will be some inconvenience for our internal community and neighbours during the project. Our objective is to minimize truck traffic on Commercial Street as trucks will be accessing the parking area via Junction Road and the north end of Commercial Street.

Middleton Town Council Appoints New CAO – Jennifer Boyd
07 August 2018 - Mayor Sylvester Atkinson of Middleton has announced the appointment of Jennifer Boyd as Chief Administrative Officer (CAO) for the Town of Middleton. Ms. Boyd, who is currently the Director of Corporate Services for the Town of Wolfville, was selected after a thorough recruitment and interview process, and brings with her ten years of progressive experience in several different roles in the Town of Wolfville.
Jennifer Boyd has worked with Wolfville since graduating from Acadia University in 2008, and she completed the Dalhousie University Certificate in Local Government Administration in 2015. In the ten years with Wolfville, she has been involved with the successful Wine Bus program, the development of mountain bike trails, town branding and way finding activities, the 2015 municipal election and Council orientation, collective bargaining and the development of the Town’s East End Gateway Master Plan and related capital projects.
As new CAO, Jennifer Boyd will be taking over for her predecessor, Rachel (Turner) Jones, who left the Town in April to pursue other interests, and for Interim CAO Brian Smith. She is looking forward to building upon her municipal experience in Middleton, and she has made a conscious decision to try to have a career in the Annapolis Valley.
Mayor Atkinson believes the new CAO will be able to contribute to the further growth of Middleton as a community, working with Town Staff, “Jennifer has a solid understanding of local government in Nova Scotia, and how Towns should partner with local business and senior governments to get things done. She is a thoughtful, calm individual who should be able to work well with our Council and lead our employees.”
The new Middleton CAO will begin her work with the Town in early September.
You may have heard about Valley Waste Resource Management no longer providing waste collection services to Annapolis County.
We want to assure you that this DOES NOT apply to the Town of Middleton.
Valley Waste will continue to provide services as usual to the Town of Middleton and there will be no interruption in service.
